Exchange API Versioning

We need to start versioning ExchangeAPI so that we can drive regular releases of Exchange similar to how Anax is versioned and released. This page is a WIP and will define the versioning process, how we migrate to this new process (timeline and work items), and any changes to build and release pipelines needed.
